The choice of paving materials is determined by a wide variety of considerations (budget being only one factor). What is the style of the garden, and what is the ambience that you would like your garden to convey?  Is the garden formal, or is it more rustic or casual?  Do you want to stay a while and rest, or is this a walk through area? Is the garden patio meant to be viewed primarily from inside a building? For a more private patio, water features can be added to create an intimate focus.
